Shawn Terrell

Shawn has been working in the long-term services and supports (LTSS) arena for over 20 years. He is a Health Insurance Specialist at the Administration for Community Living, where his primary focus is on developing person-centered planning policy, capacity, and quality measurement and improvement in home and community-based services (HCBS) systems across disability groups and older adults. He is also engaged in several additional policy development and implementation activities including self-directed HCBS, managed LTSS, LTSS access, and Medicaid financing. Federally funded services, including Medicare and Medicaid, strongly encourage behavioral health services to comply with person-centered standard practices. SAMHSA does require person-centered planning in the mental health block grants.  Many/most state and federal funded programs are not in compliance with these standards.
