Deinstitutionalizing the Community: The Next Challenge

Ira Burnim, J.D., Bazelon Center for Mental Health Law

Adult homes typically are large, segregated congregate care facilities that are considered voluntary community placements. As experience with these "homes" and their associated problems in New York State illustrates, the true meaning of integration is not simply deinstitutionalization. Olmstead must be carried from traditional institutions into the community. Ira Burnim will discuss Olmstead and other legal claims that can be brought on behalf of residents, as well as the necessity and the politics of coalition advocacy to address the challenge of deinstitutionalizing the community.
