This keynote will discuss the critical role that systems change litigation has played in addressing mental health systems' heavy reliance on institutional settings that deprive people of independence, autonomy and choice. It will explore these topics through the lens of the work of Disability Rights New York, the designated protection and advocacy system for New York State, and Disability Advocates, Inc., the legal subcontractor to the previously designated protection and advocacy system. The keynote will also address how New York's shift away from a protection and advocacy system within state government has impacted this advocacy.
