Pamela Cohen, J.D.

This workshop will discuss legal and advocacy issues involved in promoting supportive housing as an integrated, community-based alternative to institutionalization for people with mental health disabilities. The presentation and discussion will cover:  the Americans with Disabilities Act's mandate to provide placement in the most integrated setting appropriate to an individual's needs; the Fair Housing Act's protections against disability-based discrimination; land use and planning provisions that require communities to plan for housing resources targeted to people with disabilities and provide them with reasonable accommodations; and advocacy tips for expanding scattered site supportive housing.
