Judy Preston joined the Special Litigation Section of the Civil Rights Division in 1992 and was a Trial Attorney there for nine years. During that time, she conducted many investigations and litigated several cases to ensure that States do not violate the constitutional and federal statutory rights of the citizens they institutionalize. She investigated jails, prison, juvenile detention and training facilities, psychiatric hospitals, nursing homes, and facilities for people with developmental disabilities. Her work concentrated on investigations and litigation with respect to juvenile justice facilities and facilities for persons with disabilities. In 2001, she became a Deputy Chief. She is currently supervising juvenile justice matters and health care cases in 17 States and in the District of Columbia.
